The concept of local governance is being widely employed in the field of cultural and tourism from the perspective of sustainable community based tourism development. However, to date, not much study have examined the possible attitude differences toward the success factors of local tourism governance among different stakeholders. Drawing upon the previous literature on the factors of a successful local governance, this study developed three different dimensions of a good local tourism governance; level of participation, partnership, and institutionalization. Each dimensions were also composed of three to four sub-dimensions. Data were collected from 30 people of two different stakeholder groups of JeungDo, the first Chittaslow slow city in Korea, on May 2011. Results of AHP analyses showed that both of the two different groups counted the level of participation as the most important success factor of the local tourism governance, which were followed by the level of partnership and institutionalization. However, results indicated a significant difference on the importance of the sub-dimensions of the level of participation and partnership. Implications and future research directions were discussed based on these findings.

Although a growing body of literature has been emphasizing the benefits of government web technologies in regulatory governance, empirical evidence on the subject has been limited. To explicate the technologies`` regulatory potential, this study explores how e-government initiatives affect information-based environmental regulation in urban areas. Drawing insights from the relevant literature, this study identifies the technological and sociopolitical factors that may explain web-aided environmental regulation. The empirical data were drawn from a web site content analysis and a nationwide survey of city officials in South Korea. The results of the path analysis suggest that e-government web quality, polluter information disclosure online, and senior management``s innovative leadership significantly improve the internet-aided regulatory monitoring and effectiveness perceived by city officials. In addition, local environmental activism appears to be a key community context that shapes e-government``s positive impact on environmental regulation.

This study focuses on finding out how community building project, which is recently emerging as a new paradigm of regional development, should be implemented to have practical result in rural areas by classifying its targets and subjects. It is expected to show how to establish the targets and subjects in rural areas which is poorer conditions of external support system and internal human resources than urban areas. Through theoretical approach and case study on the Happy Village Project of Jeollanam-do which is the actual case of Community Building Project, its targets are classified 3 types of complex type, welfare type, and infra type, and subjects are classified as resident-initiated, administration-initiated, joint-initiated type of resident and administration. Finally the combination of complex type and joint-initiated type, which brings the highest performance of community building project in rural areas, is suggested as the practical model.

This paper investigates change in TANF-MOE expenditure on cash assistance and non-cash assistance for 50 states from 1997-2002 based on Ostrome``s IAD framework. The results prove that trade unions and social conservative groups have considerable influence on MOE spending change. Strict time limits are significantly more likely to decrease assistance spending and nonassistance spending. However, the level of work requirement decrease assistance spending, but increase non-assistance spending. The results indicated that TANF policy tools contribute to attaining the goal of TANF policy reform. Interestingly, States with high party competition indicate significantly negative effects on spending, all other equal. This result means the importance of median incomer within action arena because high party competition is much more prone to seek more conservative social policy in the face of hard economic conditions and devastating fiscal deficit.

This research analyzes voluntary activities on a macro level or as a means of utilizing social capital, whereas past studies in the field investigate on a microscopic level, such as study cases on individual satisfaction or voluntary activities as leisures. The research specifically focuses on the fact that senior citizens`` participation on voluntary activities are related to social capital. Based on statistical analysis, the research presents the effect of senior citizens`` voluntary activities on social capital formation. Results of regression analysis on the influence of the volunteer activities have significant impact in all categories. Impact is greater when the analysis was performed with participation frequency and interval as its independent variables, compared to when other factors were set as independent variables. In the multiple regression model, more positive perceptions are found on social network and personal trust as freqency and interval increases. When impact of the frequency and interval on social capital including personal trust, organizational trust, social network and norms of reciprocity is evaluated through the multiple regression model, it is the social network that both independent variables have positive and significant impact on.

This essay explores the politics of intergovernmental relations``s effect on the welfare state crisis, focusing on the case of Canadian welfare state. Based on the findings of this analysis, it seems that the welfare state in Canada incrementally changes, but this change is not a retrenchment but a policy responses unique to Canadian welfare state. There is the politics of relationships between central-local governments behind these responses.

This study analyzed on the regulatory traits in the governmental support programs for universities. Ironically, this programs have often been considered as not support programs but regulation in implementation arena. Universities which have taken some governmental subsidy cannot escape any irrational guidelines established from input-oriented management and legalism. This study identified and confirmed this typical phenomena from analyzing Nuri(New University for Regional Innovation) program, which was the second largest university support programs in scale. Although regulations are one of the important and most preferential policy tools and it is very useful instrument in inducing social status more desirable states, from the analysis of this study, we can conclude the consistent efforts are needed in correcting governmental absurdity in regulation.

The purpose of this study is to investigate the roles of the government in the process of regulatory negotiation between groups interested in regulation. This study empirically analyzed a case of conflict between small-sized stores and Super Supermarkets(SSMs) associated with whether to regulate the entry of SSMs to the market industry. The data for this study were obtained from survey administered to 300 people, consisting of 150 people representing SSMs and 150 people representing small stores in October 2010. The analysis results are as follows: First, the respondents evaluated the roles as a regulatory control agency more positively than the roles as a conflict management agency in the process of regulatory negotiation. Second, their evaluation of effectiveness of regulatory negotiation was low. Third, the effectiveness of regulatory negotiation was influenced by the roles as a conflict management agency more strongly than the roles as a regulatory control agency. This study shows that the government should improve the roles as a conflict management agency in the process of regulatory negotiation.

Recent administrative studies have recognized bureaucracy as a complex system and many of studies have been produced that are supported by the theory of complex system and its methodology. As administrative dynamics has become complex, there are increasing needs of analysis of it. This thesis analyzes a trend of the theory of complex to prepare a foundation of relevancy and scientific aspects of Korean studies of public administration. Moreover, this thesis is based on a realization of a necessity of future research paradigm. The theory of complex has features in the aspects of epistemology, the object of analysis, range of concept, analytic methods, and interpretation of results of research. This thesis characterizes the trend of Korean administrative studies of the complex theory according to research orientation, and the object of studies. This thesis suggests tasks for future research paradigm based on analysis of research trends. This thesis also suggests that more research themes be dealt by applying the concept of nonlinearity, self-organization, co-evolution, and emergence phenomenon. This thesis proposes an advanced application of the complex theory and manipulation of core concepts of the complex theory. In conclusion, this thesis comments the prospect of the study on the complex system, the usefulness of the theory of complex system as an analytic framework related to administrative system changes and also mentions its limitations.

Coming to terms with ethics in professional education has been difficult for public administration. Part of the difficulty is with the tenuous relationship the public administration has with the concept of profession. Since the 1990s, the public administration programs in America saw a general increase in the number of ethics courses. However only 44% of the public administration programs in Korea taught these courses. The goal of this article is to discuss the necessity and importance of ethics education in the departments of public administration in Korea. It seems clear that public administration ethics is a relatively new and important issue. Thus, the public administration departments in Korea should accentuate ethics education for social needs in the Korean society.

The purpose of this study is to examine the relations between organizational character and Organizational Citizenship Behaviors (OCBs) in public health centers. The subjects are from 422 personnel who work at public health centers located in Jeonnam areas of Korea. The data was collected from September through October, 2009 and analyzed by using SPSS Win. package. The Results are as follows: First, ESTJ (Extroversion-Sensing-Thinking-Judging) type is the most prevalent character. In terms of decision making style, ST (Sensing-Thinking) style is the most dominant, and EJ (Extroversion-Judging) style in terms of action style. Second, Extroversion (E) type is significantly preferable at altruism and civic virtue in the analysis of relationship between MBTI preferences and organizational citizenship behaviors, Sensing (S) type at courtesy, and Judging (J) type at sportsmanship. In terms of action style, EJ style is significantly preferable at altruism and civic virtue in organizational citizenship behaviors. This suggests that organizational character is important as a factor affecting organizational citizenship behaviors. Therefore, it is essential that policy makers and administrators address organizational character in developing OCBs of health centers.

This study considers how Rhee Syngman`` Government extracted human resource locally and abroad and draws the meanings for Korean War and restoration. A Recruiting District, Force Staffs, Territorial Army, the Student National Defense Groups, the Student National Defence Corps, Officers`` Training, Commission System in the field, KATUSA, and the Compulsory Draft and Calling were operated as the systems of domestic reinforcement of the troops. At the same time U.S. Army commanded Korean Army and KMAG played an important role in supervision, training, planning and enforcement and strengthen the position of U.S. exclusively in the Korean Peninsula. As the result, this study found that 1) Rhee Syngman`` Government built the state by extracting and suppressing human resource through Korean War, 2) institutionalized human resource extraction system. 3) Military command and control authority became permanent to be restricted by U.S. from that time.
